Mr. Tilma has been working with auditing, analysing, optimizing and implementing financial processes in various types of commercial and public organizations for more than 10 year. Possesses an ability to quickly gain a profound understanding of processes, reporting requirements and internal controls and to pinpoint and strengthen weaknesses. And he has proven his skills on automating and computerizing both processes, reporting and monitoring procedures whenever feasible.
Expertise includes: establishing and controlling financial processes in areas like the Ministry of Health in the Home Rule of Greenland, the implementation of the governmental accounting system in the State of Denmark and the implementation of the governmental management system, SISTAFE, in the Ministry of Education and Culture (MEC), Mozambique; establishing and controlling planning processes, budgeting processes and financial processes on central, provincial and district level in MEC for both the state budget, basket funds and funds from individual organizations; controlling and improving budgeting and financial processes, capacity building and introduction of automated and computerized financial processes and reporting on provincial and district level for a German (KfW) infrastructure and operations and maintenance fund.
