Ministry of Finance has lately signed a cooperation protocol with the UNICEF in light of Finance Minister, Mr. Al-Garhy, efforts to enhance social security programs for all society categories, including children, and the UNICEF's objective to encourage all countries to increase public budget allocations for children-oriented programs.
The said protocol aims to support current initiatives launched by the Economic Justice Unit (EJU), Macro Financial Unit (MFU), Equal Opportunities Unit (EOU) at the Ministry of Finance. The cooperation protocol is signed by Dr. Mohamed Ma'eet, Vice Minister of Finance for Treasury Affairs, Head of EJU and UNCIEF Egypt representative, Mr. Bruno Maes. The protocol entails a number of significant axes. Firstly, in collaboration with MFU and EOU, the protocol aims to strengthen budget capacity to designate and optimize allocations for children and vulnerable society categories within the framework of adopted reform measures and subsidy rationalization programs. Secondly, it shall provide training to employees at the relevant entities to prepare children-oriented budgets with the assistance of EOU. Moreover, through Citizen Budget initiative, the protocol will seek to engage citizens and youth in budget preparation. Thirdly, under the signed protocol, a monitoring unit shall be established to supervise social security programs in cooperation with EJU. The protocol, planned to be completed by 31st of Dec 2019, is signed in attendance of representative parties for the Ministry of Finance and the UNICEF. On part of the former, Mr. Ahmad Khoucouk, Vice Ministry of Finance for Fiscal Affairs and Institutional Development, Dr. Dalia Fouad, Head of EOU, and representatives of the EOU and EJU attended the signing ceremony. On part of the latter, Mr. Luigi Peter Rango, head of social policies at UNICEF, along with specialized experts in social policies at the Fund, were all in presence. Both parties agreed to hold meetings in the coming period between UNICEF officials and seniors at the EJU, EOU and MFU to discuss detailed plans required to activate the signed protocol. |
