Egypt and the Democratic Republic of Congo (DRC) signed on 7/3/2012 a technical cooperation protocol in the field of integrated management of water resources.During a press conference held at the ministry after signing the agreement, Minister of Water Resources and Irrigation Hisham Qandeel said that Egypt remains committed to maintaining cooperation with Nile Basin countries. He affirmed that Cairo will not sign the framework agreement on the equitable use of water until a consensus is reached on the bones of contention between the upstream and downstream countries.
Qandeel said consultations are underway between Egypt, Sudan, DRC and upstream states. The framework agreement does not call for dividing water quota, but it includes a general frame for cooperation among the Nile Basin countries, he said, adding that the deal does not guarantee historic rights of Egypt and Sudan.
